PAGS Instructions for Team and Player Registration

This document outlines the instructions for team and player registration using Got Soccer for PAGS.  These instructions begin at the point when a team is ready for approval by the League in the Got Soccer system.  All questions regarding any steps in the process up to that point: affiliation with a league; entering teams into a league; creating teams; and building rosters, should be referred to Got Soccer support or EPYSA.
Team and Player Registration Process
  1. Clubs affiliate with PAGS in Got Soccer (instructions are on the PAGS home page, questions should be addressed to Got Soccer support or EPYSA)
  2. Clubs enter teams that have applied to PAGS on the PAGS website into PAGS in Got Soccer (instructions are on the PAGS home page, questions should be addressed to Got Soccer support or EPYSA)
  3. Clubs/teams will establish their teams and team rosters in Got Soccer (questions should be addressed to Got Soccer support or EPYSA)  
  4. Teams will obtain a signed RG-6 form for each player as in the past.  If the Club uses Got Soccer for club registration then the RG-6 may be signed and maintained electronically.  If the Club does not use Got Soccer for club registration then the RG-6 form must be downloaded from the EPYSA website, completed, and signed as in the past.  Clubs will be responsible for maintaing the RG-6.
  5. Proof of age is required only for players who were not registered with EPYSA during the 2010-2011 soccer year.  A birth certificate must be uploaded in Got Soccer for each player for whom proof of age is required.  (questions regarding the process should be addressed to Got Soccer support)   
  6. A picture must be uploaded in Got Soccer for each player on the team roster.  (questions regarding the process should be addressed to Got Soccer support)
  7. The Club Registrar will notify PAGS (registrar@pags.org) when teams are ready for approval.  This notification should include team names, indicate any teams that are entirely new (proof of age required for all players), and indicate the team and player name of a new player (proof of age required).  Clubs need not wait until all teams are finished to request approval for completed teams.
  8. The League Registrar will approve teams in Got Soccer and will generate the roster and player passes.  
  9. Teams will then be able to print their roster and passes.  The approved roster will be printed with the EPYSA stamp and League Registrar’s signature.  Approved player passes will be printed with the player’s picture, the EPYSA stamp and League Registrar’s signature.  Passes may be printed on either preprinted pass stock or on plain stock.  New stock is available from EPYSA for 2011-2012.  The old stock with “Affix Picture Here” on the back should not be used as the wording may bleed through the picture when printed.  If you choose to use the old stock you must place a plain label over the words “Affix Picture Here”.
  10. Clubs are responsible for laminating passes.  Passes MUST be laminated.
  11. The deadline for accomplishing approval of initial rosters and player passes is 9/4/11, one week prior to the start of the PAGS season, or prior to the team’s first tournament, whichever comes first
Instructions regarding the processes for secondary players and for additions, releases, and transfers will be provided in separate emails as soon as finalized by EPYSA.

PAGS Board Vacancy

The PAGS Board Secretary has submitted her resignation from the PAGS Board for personal reasons.  We are soliciting interested parties from among PAGS Delegates in accordance with the PAGS Constitution.  Those interested in the position should submit an email indicating interest and providing their soccer resume  to Greg Gifford, Nominating Committee Chair, at counsel@pags.org no later than 1 August 2011.  A special election to fill the position will be held at the Sptember 2011 PAGS Delegate meeting.

Change to Proof of Age Requirement

Discussions with EPYSA resulted in PAGS being able to reassess our position regarding Clubs providing proof of age for players.  Clubs WILL NOT need to provide proof of age for returning players who were registered as a travel player with EPYSA during the 2010-2011 soccer year.  This means all players who have a 2010-2011 EPYSA player pass.
All new players, players who were not registered with EPYSA during the 2010-2011 soccer year, will be required to provide a birth certificate as proof of age.  Clubs should provide this documentation to PAGS by uploading the birth certificate into the Got Soccer system.  The document is encrypted, using 128-bit encryption, and is stored on a secure server by Got Soccer.  At no time is the document stored on the Got Soccer server in other than an encrypted state.  When the document is reviewed by PAGS it is downloaded an decrypted.  Once we review the document PAGS will delete it.  If an individual still does not want to upload the birth certificate a Club may scant he document and email it to registrar@pags.org.

PAGS Team and Player Registration Using Got Soccer

This is a basic outline of how PAGS team and player registration will work using Got Soccer for the 2011-2012 soccer year is set forth below.

  1.  Clubs will affiliate with PAGS in Got Soccer
  2.  Clubs will enter teams that have applied to PAGS on the PAGS website into PGAS in Got Soccer
  3.  Clubs/teams will establish their team rosters in Got Soccer.
  4.  Teams will get a signed RG-6 form for each player.  Clubs will be responsible for maintaing the RG-6
  5.  Clubs, teams, or parents will upload a picture and birth certificate for each player in Got Soccer.  Clubs will determine who is responsible for these actions within their Club
  6.  PAGS Registrar will approve teams in Got Soccer.  Once this is done teams will be able to print the roster and passes.
  7.  The approved roster will be printed with the EPYSA stamp and PAGS Registrar's signature
  8.  Approved player passes will be printed with the player's picture, the EPYSA stamp and PAGS Registrar's signature
  9.  Clubs are responsible for laminating passes.  Passes MUST be laminated
10.  The deadline for accomplishing approval of roster and player passes is 9/14/11, one week prior to the start of the PAGS season, or prior to the team's first tournament, whichever comes first
11.  EPYSA has not determined the process for secondary players at this time 
12.  All additions, releases, and transfers will need to be done in person by the PAGS Registrar in order to collect the associated EPYSA fee

PAGS Divisional Placement Policies

The overarching concept is to provide the appropriate level of competition for all teams, while recognizing that limitations should be placed on travel time for the U9-U12 age groups.
    1.  Teams will request a level of play on their application for the PAGS season.
    2.  The top division(s) in the U9-U13 age groups will be assigned based upon competitive level.  The minimum number of     divisions to be so assigned are:  U9 -1; U10-2; U11-3, U12-4.  If more teams qualify for the top division(s) in an age group then enough divisions to accommodate these teams will be assigned based upon competitive level.
      3.  A check box has been added to the PAGS application requiring U9-U12 teams to select Yes or No to the following statement:  “I am willing to travel in order to play the most competitive games.  If you do not select Yes you will most likely NOT be placed in the most competitive division(s) for your age group”.  Teams will not be able to submit their application without selecting Yes or No.

      4.  All teams from outlying areas will be placed in the most competitive division(s) in their age group, consistent with the PAGS Divisional Placement Guidelines.  If a team from an outlying area does not qualify for the most competitive division(s) in their age group, PAGS reserves the right to not accept their application.

      5.  The remaining divisions in the U9-U12 age groups will be placed using a combination of competitive level and geography.  Every attempt will be made to limit travel time for any game to 75 minutes. 

      6.  All U13-U19 divisions will be placed based upon competitive level.

      Proposed Secondary Player By-Law Change

      Andrew Brenner, NPAA PAGS Delegate, proposed the following by-law change regarding the use of secondary players.  The motion was seconded by Gary Stephenson, Ukrainian Nationals. Much discussion ensued and the motion was tabled to allow Delegates to discuss with their Clubs.  You may provide your input regarding the proposed change here or by sending an email to exec@pags.org.


      Proposed By-Law Change:


      Section 3.07 - Use of Secondary Players:  Teams in the U12 to U19 age groups will be allowed a maximum of two (2) secondary players who may play down no more than two divisions from the level of their primary team.  Players playing up or down in age group may still only play down a maximum of two (2) divisions.  These players count against the total number of secondary players allowed (3 at U12-U14 and 5 at U15-U19) by PAGS.  Players may be rostered on only one team as a secondary player.


      Examples:  a U13-1 player may play secondary at U13-2, U13-3, U14-1, U14-2, U14-3, U12-1*, U12-2*, U12-3* (*if age appropriate); a U14-2 player may play U14-3, U14-4, U15-1, U15-2, U15-3, U13-2*, U13-3*, or U13-4* (*if age appropriate).


      Current By-Law


      Section 3.07 - Use of Secondary Players:  U12 to U15 teams may have a maximum of 3 secondary players which count against the roster limit of 18.  U16 to U19 teams may have a maximum of 5 secondary players which count against the roster limit of 22.  Individual game line up limits of 18 (U12 to U19) remain in effect.   Secondary players may only play up, that is in a higher Division in the same Age Group or in a higher Age Group.  Secondary players are eligible for PAGS playoffs, however a player may only participate for one team in the PAGS playoffs.  None of above shall prohibit a primary player on a PAGS team from playing as a secondary player on a team in another League.

      Team/Player Registration For 2011-2012

      All team/player registration will be done through Got Soccer for  the 2011-2012 season.  Since this is a totally new system EPYS has determined that all players must have their age verified. This will necessitate checking birth certificates.  Accordingly, PAGS is requiring all teams to upload birth certificates and player pictures into the Got Soccer database.  When Clubs create their teams each player will have an account.  The birth certificate and picture can be uploaded by either the player, a parent, team manager, or Club Registrar.

      Once the roster has been built in the system it will be approved electronically by the PAGS Registrar.  At this time the team will be able to print their roster and player passes.  Both the roster and passes will contain the PAGS Registrar's signature and the EPYS stamp.  Clubs will be required to laminate the pass.  Clubs/teams will not be required to go to a PAGS Registrar to have rosters and passes stamped.

      When a team needs to add, release or transfer a player you will be required to process the PS-1 form in the Got Soccer system and have it stamped by the PAGS Registrar in order for PAGS to collect the associated EPYS fee.
