Proposed Secondary Player By-Law Change

Andrew Brenner, NPAA PAGS Delegate, proposed the following by-law change regarding the use of secondary players.  The motion was seconded by Gary Stephenson, Ukrainian Nationals. Much discussion ensued and the motion was tabled to allow Delegates to discuss with their Clubs.  You may provide your input regarding the proposed change here or by sending an email to exec@pags.org.


Proposed By-Law Change:


Section 3.07 - Use of Secondary Players:  Teams in the U12 to U19 age groups will be allowed a maximum of two (2) secondary players who may play down no more than two divisions from the level of their primary team.  Players playing up or down in age group may still only play down a maximum of two (2) divisions.  These players count against the total number of secondary players allowed (3 at U12-U14 and 5 at U15-U19) by PAGS.  Players may be rostered on only one team as a secondary player.


Examples:  a U13-1 player may play secondary at U13-2, U13-3, U14-1, U14-2, U14-3, U12-1*, U12-2*, U12-3* (*if age appropriate); a U14-2 player may play U14-3, U14-4, U15-1, U15-2, U15-3, U13-2*, U13-3*, or U13-4* (*if age appropriate).


Current By-Law


Section 3.07 - Use of Secondary Players:  U12 to U15 teams may have a maximum of 3 secondary players which count against the roster limit of 18.  U16 to U19 teams may have a maximum of 5 secondary players which count against the roster limit of 22.  Individual game line up limits of 18 (U12 to U19) remain in effect.   Secondary players may only play up, that is in a higher Division in the same Age Group or in a higher Age Group.  Secondary players are eligible for PAGS playoffs, however a player may only participate for one team in the PAGS playoffs.  None of above shall prohibit a primary player on a PAGS team from playing as a secondary player on a team in another League.
